Food Support Qualification Guidelines

No identification, proof of income, residency, citizenship, or other documentation is required at Second Harvest Foodbank food distribution sites, including mobile pantries. 

Some of our partners distribute food not sourced from Second Harvest Foodbank of Southern Wisconsin, including from the USDA/Federal government. These partners may be required to request data and/or identification to provide access to this food, however any food supplied by Second Harvest can and will be made available regardless of these requirements. Second Harvest Foodbank of Southern Wisconsin participates in the federally funded food program, TEFAP (The Emergency Food Assistance Program), which is administered by the Wisconsin Department of Health Services. Support from Second Harvest Foodbank is available to everyone, no questions asked. Food is available without having to answer any questions. Sometimes, people’s ability to thrive doesn’t match the income requirements for government help, similar to what the United Way of Wisconsin’s ALICE Report found. We trust that people know their own situation best, and can get food from us without having to tell us that they need it without verbal or written declaration of need.
